For GPS depends on exactly what he'd use it for. Are you looking for something more for road travel, for nautical use, outdoors, etc...

As far as laptops these days you can't really go too horribly wrong. Brand wise I don't have a problem with anything but the HP/Compaq Family (and gateways), but even then laptops don't need to be power-houses usually. Dell's are expensive but their warranties can't be beat.
Check your local Walmart to see what they keep in stock and have on sale. Our's here in Michigan sell some very respectable Acer laptops.
You can also check our
Dell's Outlet website which offers up their refurbished and scratch/dent computers. You can sometimes find really nice models with good hardware for dirt cheap. Just be weary of the new Vostro's, looking for a latitude or a precision if you can.
I'd consider selling you my old Dell D600 Latitude if you'd pay me $500 for it
